In such situations it is necessary to demonstrate 'very special circumstances' which warrant making an exception to policies which presume against inappropriate development.
In this case, the removal of extensive horticultural buildings and their replacement with a single dwelling was acknowledged by the local planning authority as benefiting the openness of the Green Belt.
